This is weird looking male Neoiamus sp. something close to N. cyanurus but I can't see enough detail in the hypopygium to be sure. Tibiae are much too dark for a "normal" cyanurus

Just in case it could help … in this detail it is a little visible the hypopygium.

In Italy are only present the following species of Neoitamus Osten-Sacken, 1878:

Neoitamus castellanii Hradsky, 1956 (N) [E]
Neoitamus cothurnatus (Meigen, 1820) (N)
Neoitamus cyanurus (Loew, 1849) (N)
Neoitamus splendidus Oldenberg, 1912 (N)

The picture is not really enough but if we have to choose from the 4 species I would make this a dark N. cyanurus
