Hi Kurt, it belongs to the super-family Cynipoidea, maybe Cynipidae. But I'm not familiar with this group. Maybe you've seen some galls on the birch tree to get a hint? BR, Marc |

From what I can see, this should be a female Xyalaspis petiolata. |
