 Iwould say, a Chelifera (Empididae; see https://diptera.i...d_id=76063), and as it is a male, Paul could probably help with a species.

We have four Chelifera with black spot: concinnicauda, precabunda, precatoria and subangusta.

Tried to attach an image to a forum post. jpg, 32kB, 72dpi, no blanks, ... File name is correctly displayed, but when I click "Preview Thread" it just vanishes. Help!
