Most probably, if this was near water, but the distinctive pale grey face is not really visible in these photos.

Looks like Rachispoda, possibly somewhere around R. lutosa/lutsoidea - inclinate anterior dorsocentrals and at least 3 pairs of scutellar bristles. Pseudocollinella only has two pairs |

Thanks Dave In Finland from R. lutosa there are 107 finds and R. luteosa 0 (Laji.fi). So I use R. cf. lutosa. Rami |

Maybe cf. lutosa is best not 100% sure if there are 3 or 4 scutellar pairs, there are other less common possibilities although my knowledge of the Finnish distribution is 0
