sorry for taking so much time to reply. I've been busy. the lack of a modified fore femur eliminates Hydrotaea and the chaetotaxy eliminates Azelia. So, yes, Hebecnema. I believe that the haltere are yellow. I think that it is most likely Hebecnema vespertina but we cannot see enough to be certain. I am content with Hebecnema cf vespertina.
