Not too familiar with Neotropic entomology and with Hymenoptera, I do not think this is Baeus. First I think this belongs in Encyrtidae rather than in Scelionidae (metallic lustre, shapw of antenna, abdomen) and second I have in the back of my mind that Baeus are apterous and this one clearly has wings...
