It is Hydrotaea. I think species level ID is possible in this case - very long shining frontal triangle + white calypteres + greenish shining of body - introduced Neotropical fly - Hydrotaea aenescens, female. Nikita Nikita Vikhrev - Zool Museum of Moscow University |

Thx Jorge and Nikita, I suspected this is a Muscid, but was not sure for the small size and the relatively bare legs.
