I think this is Ephemeroptera, perhaps one of the Leptophlebiidae, but I am not familiar with the Australian fauna, and might be completely wrong!

I think you're right about it belonging in Ephemeroptera both from the wing venation and the tiny hind wing. What I'm interpreting as an eye appears to fit that order too Steve |
