Scatella lutosa has a dark wing with white spots. Also this fly has long claws and no pulvilli. So either Ephydra or Setacera, and the lack of a bristle on the outside of the antenna makes it Ephydra. As far as I can see this one is a female, so may be difficult to get to species.
