I collected this fly in grass, Mosc. reg., 16 July, 5mm.
Hypopleura bare, arista pubescent, A doesn't reach wing margin (at least I think so).
Any idea wellcomeShock

I'd start looking among the black Phaonia species (Muscidae). There are only a few.

Thank you Paul and Kahis, it seems it helps.
1. I checked Phaonia - not (by the way fly is at most 5mm)
2. Anthomyiidae.
A doesn't reach wing margin (at least I think so)
May be I think wrong - wing is wide and folded exactly by A vein.
Next week I'll check Museum material, genus Alliopsis

So far I didn't find anything alike among Anthomyiidae...
