Does anybody know the family of this fly larva? June 4, 2017, Kherson Region, Ukraine. Gall size about 5-7 mm. Larva size to 5 mm.

Any idea? May be identification must be via gall? Unfortunatelly I can't find such items in net(

Tried to attach an image to a forum post. jpg, 32kB, 72dpi, no blanks, ... File name is correctly displayed, but when I click "Preview Thread" it just vanishes. Help!
