This one is Chironomidae - one of the Tanypodinae. John Carr may be able to say more

The postnotum is densely haired all over. That should reduce the possibilities. |

The wing is a good match for a female Zavrelimyia signatipennis (figured in Fittkau, 1962), but I suggest you try to obtain a male to be sure.
