They look like happy tachinids ... perhaps Linnaemyia sp. ? (going by the projecting mouth edge) |

If Theo doesn't want to commit to a specific name then there must be a very good reason. Portugal is outside the range of the main Central European key and Linnaemyia can be tricky to identify even when you have a specimen and a good key |
