The modified mid leg is interesting (strong spur on tibia, basitarsus short, the combination like the fore leg of Lispe tentaculata). Try the key to world Muscini (Zootaxa 1976).

Edit: Deleted guess because I misread a generic diagnosis. See if it keys well as Neomyia here: http://digitallib.../2246/3704 (as Orthellia).
