Moscow reg., 18 May, 4mm, near Lilac brash.
This flies hovered in copula during rather long time.
1. Is genus ID possible (not collected)?
2. Is it known/normal that during copula hovering only male's(?, at least, upper) wings work?

hi Nikita, splendid photo

i will plump for Cepalops. the dark femora of the male, yellow femora of the female and yellow first flagellomere of female all suggest C. ultimus, however, this is far from a confidet det.

1. I didn't hope to get such ID, thank you David! (As well, I didn't hope to get sharp image (out of only 6 maden)).
2. The fact, that Cepalops cf. ultimus has long hovering flight in copula with only male's wings working - is an example of information I meaned for Diptera DatabaseGrin
