It has the characters of Lauxaniidae -- complete subcosta, no subcostal break, no vibrissae, convergent postocellars, preapical dorsal bristles on tibiae. Many species have a tapered first flagellomere like your fly. I found a similar fly online under the name Sapromyza metallica. I don't know if it is closely related to Northern Hemisphere Sapromyza.
