Certainly not Empis chioptera and I cannot even be certain it is Empis. It gives the impression of a Rhamphomyia (Aclonempis). Many features are not visible, including wing venation and colour of abdominal hairs, but it seems consistent with R. longipes, certainly the commonest species of the subgenus in our area.
