Some Dasyhelea breed in containers, similar to pest mosquitoes.

Dasyhelea larvae have a posterior proleg, none anterior, but it tends to be retracted and visible only as terminal hooks. The larvae are not free swimming.

Ceratopogoninae larvae have no prolegs and may be free swimming. Chironomidae larvae have an anterior (thoracic) proleg and varied habits.

I think John means to say, and I agree, that this is a Chironomidae larvae. I think it is either Chironomini or Orthocladiinae. If you like you can send the material to me for an ID. It is difficult from a photo.

I can no longer send private messages (and maybe not receive?), even though my inbox and outbox are not yet full. I write, click "send" and they disappear and never show up in the outbox.
