Small black fly on Heracleum

Can anyone tell me to which family this tiny (about 3 mm) black fly belongs? Thanks in advance!

Thanks! There were indeed many other Sepsidae (Sepsis sp.?) on the flowers. This one did not show the typical behaviour of them (wing "rotation") and black spots on the wings.

Only the genus Sepsis has the spot in the wing in Western Europe. Saltella may wave with wings or not, I do not know.

I'm thinking Chloropidae, but cannot offer any strong arguments. Just a gut feeling.
