Yes it is. Phaonia consobrina or near I think. I can't tell more without seeing completely legs chaetotaxy (mis tibia especially), prealar and arista...

I just noticed some presutural acrostichals, so it is more likely Phaonia goberti or P. wahlbergi (if arista pubescent).
