Little fly (7 mm) to be identified

This little fly (7 mm) was sitting on Common daisy (Bellis perennis) some days ago in my garden (Koudekerke, Walcheren, Netherlands).
Could anyone try to give it a name?

In the gallery I saw the male of Hylemyza partita. It looks the same. Could this be the one? What details are necessary to identify?
