Culicid? with massive mouthparts. Its banded legs are very like Asian Tiger

Yes, it is a male Ochlerotatus (former Aedes), most probably cantans species group. In Europpean Russia it may be cantans, annulipes, beklemishevi, excrucians, riparius or behningi. Without prepared genitalia it is impossible to say which one. So Ochlerotatus cantans group, that's that.
