Looks like Neoempheria lineola to me or at least close to it. Maybe contact jostein kjærandsen, he is in Sweden I think! Email him a link to this page. There is about 8 species of these gnats in Europe and the larvae can be found on webs they form on fungi and deadwood. I found loads of N. pictipennis in Ireland in coniferous woodland during my research masters.
