Do you have higher resolution copies of the top and bottom photo.

I am pondering if this could be Homoneura (Lauxaniidae)?

But from these photos cant be certain of placing this in Lauxaniidae - need to check there is not a costal break, and for Postvertical bristles crossed.

If this were a UK fly I would say Homoneura something close to patelliformis or thalhammeri?

But I suspect in Slovenia you have addition Homoneura that are not on the British list?

Thanks. At least for diptera no luck, no scientific papers/lists on net about Slovenian specieses.
