Big black-red wasp

Last July I saw a rather big black-red wasp in my garden (Koudekerke, Walcheren, Netherlands). It has a short ovipositor and no white spots on the antenna's. The wasp is about 20mm. Which genus and species?

Apparently still Gelinae but without the form of the areola on the wing? ???
