I think it is Norellia spinipes, Scathophagidae.

Nikita. thx for your response. How do you know it is a Norellia sp? And how do you exclude tipularia?

Hi Xespok.
I think it is visible that t1 with one row of spines. It leads to genus (or subgenus) Norellia. In my key there is only one Norellia - N. spinipes, with black apical spots on wings. About N. tipularia I don't know (N. tipularia was, for example, added to Netherlands Diptera checklist only in 1985).
