please check your spelling: Scatopse and Scatopsidae. I cannot ID this one from the picture; too many details are not visible.

I would say confidently Coboldia fuscipes (at same time: shape of spiracular sclerite and sharp curve of last vein visible on left wing and fuscous tarsi). A very common species, in fact the commonest Scatopsidae practically everywhere.
Heavy load for this one!
