A long skinny Syrphid, genus Platycheirus? Photographed next to a pond, West Virginia USA, 11 June 2006. Size not recorded.

By all accounts, the for tarsi seem to indicate as much.

That the tarsi are pale and thick?

In Syrphids can we assume with eyes this large that this is a male?

Pale not necessarily, but the tarsus is modified (broadened segments in this case).
