Is that Diptera->Syrphidae->Xylotinae->Xylota segnis ???

Hi Robert
It certainly looks like a Xylota segnis female. There are a couple of very similar species, though, and not all the necessary distinguishing characters are shown in your photo. Incidentally, it often helps to know where the photo was taken.
