It is a male, right ?
The genitalia have those very characteristic fluffy hairs on it, if I remember correctly.

The prae-alar bristle is strong, missed that before.

So Christophe suggested Prooppia nigripalpis. Given the narrow vertex and the erect scutellar apicals, that seems right.
