Bit confusing fly....it looks like a Hylemya nigrimana, but the arista seems bare....
Delia antiqua has 2 ad on midtibia and at least 3 pd on hindtibia and also no yellow femurs, ...at most yellowish tibia.
So ....do you have more photos or a crop of the head, so that we can see if arista is long haired

Almost sure it is Hylemya nigrimana / vagans
Differents between those two are difficult to make from photos...
Pity we don't have a clear view on the arista...then i could be 100% sure
