Moscow region, 09 aug, around 3-mm, flying off from birch bark.
Chloropidae or Psilidae?

I'd say Psilidae on the head shape and colouration. Legs are too long for Chloropidae.

To tell you truth they were rather 3mm than 3-4. And I've never knew that Psilidae may be of such size.
