I found this small fly on 7. VIII. 2009 .
Czech Republic, Moravia, Výkleky

I submitted in Diptera.info Acanthiophilus helianthi (male) similar to your female recently.
On the Tephritidae Dr. Korneyev is an expert and preferably he should decide the final identification.
