Hi, I really don't know what this is... The Moth is Xylena exoleta, but the thing on top of it ??? The picture was taken in a wet grasland area on june 28e in Drenthe (Balloerveld), Holland. It's a parasitic wasp - Hymenoptera - probably family Torymidae (but not genus Torymus)
