I'd say C. jaceae. The other two similar flies, C. acrolophi and C. australis are smaller and paler; also, C. jaceae occurs in all the meadows throughout Europe, whereas C. acrolophi in your area can be only found in the crop fields with Centaurea cyanus; C. acrolophi is probably restrictred to wood-and-steppes in your country, but has not been recorded either at all or at least widely (I do not remember any papers of late Vl. Basov from Lipetsk on that matter).
