Tephritis hyosciami L. or hendeli (they differ by the oviscape length, and this is certainly a male). The leaf reminds me Urtica dioica, so I have no guess even from the host plant, but such a plant association must include Carduus crispus, which is the host plant for T. hyosciami. Herewith >90% probability it is that species.

Thanks, Valery! Carduus crispus is present in this habitat, therefore your assumption most likely is true... |
