If it is Hydrophoria it is not sulvicola which has black tibia, but ruralis. But I am not sure if it isn't Hylemya, in which case it is urbica (with yellowish tibia).
To separate the two genera, the scutellum in Hydrophoria is covered by setulae, and the lower squama is projecting. Neither of these can be ascertained in the photo.

My preference is Hylemya urbica, but this is a guess.
