Moscow region, 22 june, 8-9mm.
It seems to me that it is not H. pluvialis?

I wondered about H italica but I don't think the tergite pattern is quite right and the wings too strongly marked? Does seem to have entirely black antennae with a long first segment though.

Well, in long absence of Theo we have to learn to ID Tabanidae ourselfAngry
With two different keys I came to H. crassicornis, having H. pluvialis to compare.
In addition I add image of male. I think it is H. crassicornis too...
