My first thought was that this was a Trithemis species, but it only appears to have 8 antenodal cross veins (not clear in this photo though). Perhaps a Diplacodes species?

That makes all the difference - if you have a shot like this that clearly shows the wing veination it is probably the bet one to post first for an ID. From a view like this it should (almost) always be possible to get to genus.

I was wrong on both counts before - this is a female Inspector - Chalcostephia flavifrons (or a closely related species!).
