Why Meenoplidae? I would have though about Derbidae or maybe Cixiidae, but never on Meenoplidae.

You are right to question me Xespok!
I retract my suggestion which was based on a very similar looking auchenorrynchan on a website. I've had a look at other parts of that website and find that they have put lots of chironomids among their mosquitoes, so I think it's not reliable.
Having said that, I'm not convinced this is a cixiid or a derbid either.
I'll try to call in some help from elsewhere...
