Hi,

This is a member of the genus Opomyza (Opomyzidae), probably Opomyza germinationis, but it could also be Opomyza petrei. It would be easier to decide if the abdomen would be vissible.

It's a very small fly, and I can't take a best photo
If I see this fly another day, I'll take another photo with the abdomen visible
