Seen this fly at the edge on a wet meadow.
Is it Pyrophaena rosarum?

Yes, it is, but nowadays this is placed in the genus Platycheirus, with Pyrophaena as subgenus.
So, in this case it is a male of Platycheirus (Pyrophaena) rosarum!
