Size up to 10mm I think. Frequently seen, sometimes with prey, like Chironomidae visible in the background. Same date/time/location as http://www.diptera.info/forum/viewthread.php?forum_id=5&thread_id=1594. According Andrey Ozerov - it is most probably Scathophaga suilla.
