brilliant eyes - but who do they belong to?

I've seen this smallish fly (ca 5 mm) twice in mid south Turkey; altitude ca 1000 m. Once on Viccia, once on sage. Th eye is almost a diamond: a ring of reflective color (well, I've never been good at glimmering stones...) Any suggestions as to family/genus/species?
