No, it is a male Hilara (Empididae)

Hilara has a short proboscis, but the dilated male fore tarsi are (in most species) diagnostic.

Certainly Hilara but not sure about H. maura as the thoracic stripes don't look right to me (the three stripes often coalesce to look like one broad stripe in maura
. Probably another sp in the maura group.
Incidentally, there are a few Hilara with very long mouthparts:- H woodiella for example.
