I have doubts too. Do Phaonia pallida have two long pd on hind tibia and all yellow tarsi ? Maybe a Pegomya ?

A species that is supposed to look very similar to P. pallida is Pegomya silacea.

It is Pegomya testacea De Geer (=silacea Mg.) male. 3 posthumeral setae, rather long prealar, yellow prementum, short abdomen |

Thx. Great. This fly has really long setae. That is what raised my suspicion.
