Is it a Pediciidae? Is it possible to say more?

A point of view utterly unfavourable for identification purposes; general habitus of Tricyphona though... Yes they prefer to stay upside down on lower surfaces of leaves and easily change position if disturbed; just be patient and eventually they will walk on leaf surface (also easier targets when mating).
