I would rather have guessed Empis tessellata.

That was my first impression, too, but is started second-guessing myself because of the extensively pale legs. That is why I said 'For the moment', so that I could check in my key. And, indeed, this is a pale-legged form of Empis tessellata. Normally this species would have entirely dark femora.
