The (first) anal vein reaches the wing margin, which places this fly in Anthomyiidae. There are relatively few anthomyiids with such a hairy arista, so it should be quite easy to identify with the specimen at hand!

From memory (I'm without keys) - Hylemya, most probably H.vagans/nigrimana (if you havn't something special in Romania). By the way females of Hylemya are tipical winter Diptera in Southern Europe Nikita Nikita Vikhrev - Zool Museum of Moscow University |
