I have not seen any with this wing venation...
In the kitchen - Cuise-La-Motte (Northen France) - 3 mm - 29-04-2022

If I browse the wing illustrations in the generic key by Søli et al. (2000) I find a close match in figure 49, Monoclona rufilatera. It shares crossvein between Sc and R1 before the fork of R, very small closed cell in the radial field, r-m crossvein meeting M at the fork, and Cu unforked. There are said to be 6 species in the genus, some without the small closed cell (closed by vein R4 in the terminology of the key).
